For the community farming sub-sector, improvement of government attention to the agriculture sector is proven through the consistency of their officers on various government acts and regulations. But, the conditions now show development that is not as the people hoped, either for poultry people or cattle people. Lately they are more and more pressured by a number of government regulations which seems to be in favor for capitalists.
The poultry industry, particularly chicken, is now receiving pressure with the importation of chicken meat products. For the beef cattle and dairy cattle industry, they have long faced pressure from imported products.
Expert staff of the Indonesian Poultry Farm Association (Perhimpunan Peternakan Unggas Indonesia / PPUI), Ashwin Pulungan, thinks that the government is to often not consistent on a number of acts and regulations. This is one of the causes for the poor condition of community farmers when facing large industries.
“This does not mean that we as small poultry farmers should always be favored against large industries that have the same rights. We only want balance and the opportunity to exist, by using several acts and regulations,” he said.
He gave an example that the government could not implement Act (Undang-undang) No.6 year 1967 completely, resulting in a situation where the national poultry industry is developing towards a cartel or monopoly system and tends toward the mechanism of the market. (Kodar S./"PR")***
